Child Sexual Abuse and Exploitation (CSAE) Policy

1. Our Commitment
Peoplewise Technologies Limited ("we", "us", "our") is committed to the safety and protection of children. We maintain a zero-tolerance policy towards child sexual abuse and exploitation (CSAE) on the Mobiliser platform ("Platform"). This policy outlines our standards, practices, and the measures we take to prevent, detect, and respond to CSAE content and behaviour.
2. Scope
This policy applies to:
- All users of the Mobiliser platform, including administrators, leaders, members, and visitors.
- All content shared on the Platform, including posts, comments, messages, images, videos, events, and broadcasts.
- All employees, contractors, and partners of Peoplewise Technologies Limited.
3. Definitions
- Child: Any person under the age of 18.
- CSAE (Child Sexual Abuse and Exploitation): Any conduct involving the sexual abuse or exploitation of a child, including but not limited to the creation, distribution, or possession of child sexual abuse material (CSAM); grooming or solicitation of a child for sexual purposes; sextortion or coercion of a child; trafficking of children for sexual exploitation; and any other behaviour that sexually exploits or endangers a child.
- CSAM (Child Sexual Abuse Material): Any visual depiction (image, video, or computer-generated content) of sexually explicit conduct involving a child, including AI-generated or manipulated imagery.
4. Prohibited Conduct
The following activities are strictly prohibited on the Platform:
- Uploading, sharing, or distributing child sexual abuse material (CSAM) in any form.
- Soliciting, grooming, or attempting to engage a minor in sexual conversation or activity.
- Using the Platform to facilitate, coordinate, or promote the sexual exploitation or trafficking of children.
- Sharing sexualised content depicting minors, including AI-generated or digitally altered imagery.
- Advocating for, normalising, or glorifying sexual abuse or exploitation of children.
- Using the messaging or group features to target or contact minors for exploitative purposes.
- Any attempt to circumvent our detection and prevention measures.
5. Age Requirements
The Mobiliser platform is not intended for use by individuals under the age of 16. We require all users to confirm they meet the minimum age requirement during registration. We reserve the right to terminate accounts and report to authorities where a user is found to be under the minimum age or is targeting minors.
6. Detection and Prevention
We employ the following measures to detect and prevent CSAE on the Platform:
- Content moderation: Posts, images, and media uploaded to the Platform are subject to moderation by authorised administrators.
- User reporting: All users can report suspected CSAE content or behaviour directly through the Platform's in-app reporting feature or via our dedicated reporting channels.
- Account enforcement: Accounts found to violate this policy are immediately suspended and permanently banned. We retain relevant evidence for law enforcement referral.
- Administrative controls: Organisation administrators and movement leaders have content moderation tools, including the ability to censor and remove violating content.
7. Reporting Child Safety Concerns
If you encounter any content or behaviour on the Mobiliser platform that you believe constitutes child sexual abuse or exploitation, please report it immediately. Quick reporting helps us take swift action and protect children.
7.1 How to Report
- In-app reporting: Use the "Report Child Safety Concern" feature available in the Platform. Navigate to Report Child Safety Concern or access it from the safety section in your settings.
- Email: Send a report to childsafety@watchtowercommand.com. Include as much detail as possible, including usernames, content descriptions, screenshots, and URLs.
- External authorities: If you believe a child is in immediate danger, please contact your local law enforcement immediately. You may also report to:
- United Kingdom: National Crime Agency (NCA) CEOP Command — www.ceop.police.uk
- Nigeria: National Agency for the Prohibition of Trafficking in Persons (NAPTIP) — naptip.gov.ng
- International: Internet Watch Foundation (IWF) — report.iwf.org.uk
- International: National Center for Missing & Exploited Children (NCMEC) CyberTipline — missingkids.org
7.2 What Happens After a Report
- All child safety reports are treated as urgent priority and reviewed promptly.
- Reported content is immediately quarantined pending review.
- Confirmed CSAE content is removed and the offending account is permanently banned.
- Relevant evidence is preserved and reported to the appropriate law enforcement authorities, including the NCA CEOP Command (UK) and NAPTIP (Nigeria).
- We cooperate fully with law enforcement investigations.
- The reporter is notified of the outcome, subject to legal constraints.
8. Enforcement Actions
Violations of this policy result in the following actions, which may be applied individually or in combination:
- Immediate content removal: Violating content is removed without notice.
- Account suspension: The offending account is immediately suspended pending investigation.
- Permanent ban: Confirmed violations result in permanent account termination with no right of appeal.
- Law enforcement referral: All confirmed CSAE incidents are reported to the relevant law enforcement authorities and child protection agencies.
- Evidence preservation: We preserve all relevant data and evidence as required by law to support investigations and prosecutions.
9. Employee and Contractor Standards
All employees, contractors, and third parties with access to Platform data or systems are required to:
- Complete child safety training upon onboarding and annually thereafter.
- Report any suspected CSAE content or behaviour discovered during their work immediately to the designated child safety officer.
- Handle CSAE-related data only in accordance with legal requirements and internal protocols.
- Maintain strict confidentiality regarding CSAE reports and investigations.
10. Data Handling for CSAE Reports
CSAE reports and associated data are handled with the highest level of security and confidentiality. Access to CSAE report data is restricted to authorised personnel. We retain CSAE-related data for as long as required by law and to support ongoing investigations. All data handling complies with UK GDPR, the Nigeria Data Protection Regulation (NDPR), and applicable child protection legislation.
11. Cooperation with Authorities
Peoplewise Technologies Limited cooperates fully with law enforcement and child protection authorities, including:
- The National Crime Agency (NCA) and CEOP Command in the United Kingdom.
- The National Agency for the Prohibition of Trafficking in Persons (NAPTIP) in Nigeria.
- The Internet Watch Foundation (IWF).
- Other relevant national and international child protection organisations.
We respond to valid legal process and may proactively report to authorities when we become aware of potential child exploitation, even in the absence of a user report.
12. Transparency and Review
We are committed to transparency in our child safety efforts. This policy is reviewed at least annually and updated to reflect evolving legal requirements, best practices, and emerging threats. Material changes are communicated to all users.
